Unless you mark the "Requires registration" check box when initially setting up a program, there is no way to edit this. You must delete the entire program and start over. Seems like you can change almost every other detail of the program except this, which is one of the most important. If you're setting up a detailed scheduled program with multiple program events and forget this little checkbox, it's a nightmare.
