Membership promotions need more of the capabilities that are present in regular discounts.
Like automatic options, and eligibility based on both membership levels and constituencies, and which levels of membership it's applicable to

Example: we give a mid-level membership to our employees after 90 days. This renews every year for free. We call it the "Employee Family" level, which is identical to "Family" except it's free. If they want to upgrade to the next level, "Sustainer," they would should save the Family price on that upgrade.

Right now, we have a membership promotion that will take the cost of the family level off their membership cost, but it's not limited to only memberships currently in the Employee Family level. Ideally, we tag all our employees with a "Staff" constituency, then the upgrade discount would apply automatically when moving from their employee level to the next level. Another discount could apply automatically on their renewal if tagged as an employee.

This structure would be helpful to other organizations offering corporate membership discounts among others.
